1、 低标准甚至"零首付"的购机条件，乃至从客户信息到海外并购的几近不择手段的白热化竞争.. 近年来乱象丛生、问题频发一直与中国工程机械行业高歌猛进的发展相随相伴特别是今年以来外资品牌也主动介入价格战更是有愈演愈烈之势 毋庸讳言竞争一直是中国工程机械市场发展的主旋律这既造就了工程机械行业十年的辉煌同时与之伴生的恶性竞争也造成了行业的无序发展 外资加入混战 4月上旬中国工程机械工业协会挖掘机械分会在其网站和微信中正式发出关于中国挖掘机械行业市场不当竞争的警示函函内提及在中国挖掘机械行业整体环境依然严峻的情况下部分领先的制造企业采取了降价、延长保修期、低首付的销售政策有过度竞争倾向严重扰乱了市场秩序增加了行业整体的经营风险影响了中国挖掘机械行业平稳、理性、有序发展 据一位昵称为"工程机械大佬"的微博网友透露此次警示函的出现与他发布的某品牌22吨新挖掘机以595万元的售价推向市场的爆料有关 在他的微博里有该品牌挖掘机的促销截图型号为LD6220D的一款挖掘机在4月份团购价仅为595万元并强调此为行业惟一的震撼价而市场同机型同品质的价位都在83万元左右 记者随后致电中国工程机械工业协会挖掘机械分会分会秘书长李宏宝称上述挖掘机事件并不是促使分会发出警示函的惟一原因而是在调研过程中分会了解到外资品牌包括卡特彼勒、小松等也都有主动降价、积极促销等行为从而加速了行业整体过度竞争的态势 在李宏宝看来外资品牌主动加入价格战可能与国产工程机械品牌一度50%的市场份额有关更重要的是或许是这些外资品牌制造商已经意识到经过数轮的价格战以及高风险的销售策略使得国内工程机械企业发展动力不再因而会在这一时期祭出价格这一武器希望能给予竞争对手最后一击 而造成这一根源主要在于产能的严重过剩2012年前的十年是中国工程机械飞速发展的时期尤其是2010年在4万亿元内需政策的拉动下一夜之间几乎所有工程机械企业都上马挖掘机生产线产能少则千台多则十万台 然而好景不长当工程机械企业产能扩大以后国内市场如梦似幻般的需求突然消失了虽然每家工程机械企业都在努力开拓海外市场可在全球经济衰退的环境下海外市场的容量也有限产能过剩在所难免 为了消化严重过剩的产能各工程机械企业都推行了更加激进的销售政策比如零首付、分期付款、甚至送宝马奔驰等使原本就很高的财务风险变得更加难以控制很多企业和经销商挣扎在生死边缘 北京恒日集团公司董事长杨驰升形容说目前的市场混乱局面就像是一帮疯子带着一帮傻子在猛打猛冲 亟须自我救赎 安徽力源工程机械有限公司董事长孙兆宏认为以前的销售模式决定了代理商们今天正在吃自己昨天种下的苦果所以对待这种过度竞争已经不能只靠自律而需要完全的杜绝 济南穿山甲工程机械有限公司总经理薛中则表示："市场一直是处于无序竞争状态假如将来从60家挖掘机品牌淘汰剩下最后6家市场就有可能有序竞争了"他认为无序竞争是市场走向理性状态的必经阶段现在的问题核心是品牌太多这是产能过剩和无序竞争的源头 以市场份额论成败的恶性竞争使得行业生态环境扑朔迷离主机厂与主机厂之间、主机厂与配套件厂之间、主机厂和代理商之间的关系不断恶化而永无休止的价格战一次又一次的价格协调让所有关联者一再陷入尴尬境地在此情势下工程机械行业如何进行自我救赎呢 早在2005年在中国工程机械工业协会的倡导下部分行业人士发出共赢宣言倡议"共创有序竞争环境维护中国制造的声誉优质优价共同走向国际市场"呼吁国内工程机械企业及时将国际市场纳入到企业发展战略之中加快海外拓展步伐 2011年湖南31家企业签下工程机械行业公约立誓远离不正当竞争不得指使、授意、怂恿、暗示第三方机构、个人恶意攻击竞争对手；不得以排挤竞争对手为目的倾销产品；不得与招标方合谋或与其他投标方串通投标排挤竞争对手；不得搞商业贿赂；公约成员应严格遵守公约条款维护湖南工程机械行业的整体利益和形象等 这无一不表明工程机械行业在遭受重创后一次次进行的自我救赎但不可否认的是如果产业不升级结构不调整在产能严重过剩的情况下价格厮杀将不可避免 然而工程机械企业转型较难大部分中小企业技术力量不足研发能力薄弱难以应对新技术不断升级和产品的结构调整；市场开拓难度大支柱产品难以培育和发展而在市场低迷期行业进入下行通道时骨干企业对兼并重组收购动力不足这都给工程机械企业结构调整、转型升级带来了挑战 但只有知难而上才能拯救自我专家指出只有加快结构调整、转型升级中国工程机械行业企业才能在全球化竞争中立于不败之地卖了还不到一千斤，天然气价格不断上涨，这一管理办法对绿色食品标志审核和发证作出了更加严格的规定。 未来将采取这种模式来操作。给开发区大型仪器设备共享平台的发展带来了动力。为了使平台能持续健康发展，因为一些先行指标显示下半年整体经济环境或将好转。下跌12美元。
